Historical Narrative
Our Self-Governance Journey
Incorporated by Cook Inlet Region, Inc. (CIRI) in 1982, Southcentral Foundation is one of CIRI’s designated Tribal Organizations under the Indian Self-Determination and Education Assistance Act (PL 93-638). Under CIRI's Tribal authority, SCF is authorized to deliver core health services across the Municipality of Anchorage, the Matanuska-Susitna Borough, and rural regional hubs.
In 1994, alongside other Alaska Native Tribal entities, SCF signed the landmark Alaska Tribal Health Compact. This self-governance compact established direct tribal management and a direct government-to-government relationship with the United States. SCF assumed direct operation of Urgencies, Pediatrics, Psychiatry, and Women's Health outpatient wings.
On January 1, 1999, SCF and the Alaska Native Tribal Health Consortium (ANTHC) assumed co-ownership and joint governance of all health services delivered at the 182-bed Alaska Native Medical Center (ANMC), creating a unified hospital system that represents a spectacular world model of collaborative indigenous self-determination.
